Delegates field on candidates #14

We need a delegate override option as a fallback for the delegates API. Could we add 'delegates' to a candidate's admin page as a integer-only text field that gets surfaced as field nyt_delegates?

Like the winner field, this should also ask the user to confirm that they want to make this change.
