Race description for pre- and post-results

It's useful to have a race preview and a race result description. Perhaps another description textarea and corresponding db field here would do. http://elex.newsdev.net/elections/2016/admin/race/16957/

And to add another field: a delegate_allocation field for presidential primaries and caucuses.
