Training can now be organised into 'Departments', for instance: 'Tech' and 'Workshop', with different people associated with those departments. dept_sessions depts_icons

[x] Add to session cards
[x] Display person overseeing department - ie, who to contact to find out more about this department

Add: Ability to bulk add categories to a department in the admin interface
