Build UI clears the Select-one, select-multiple underlying values on loosing focus

What steps will reproduce the problem?
1. Open a screen to enter multiple values in a select statement
2. Define some choices with underlying values
3. Navigate to a different control in the form
4. Navigate back.

What is the expected output? What do you see instead?
Upon return to the select statement page, the text and underlying values should 
be shown.  They are not.  All are blank.

Note that File / Export to XML shows that the underlying values are known and 
are properly emitted in the form xml.
