create and upload dumps of purldb to a download site #317

Possibly related to #274

It would be great if there could be (nightly) dumps of purldb, which are uploaded to a site where people can download the database.

The issue is very quickly the size of these dumps, but this does not mean it could not be done, possibly with Zenodo.

The alternative may be this emerging thing called FederatedCode, where the data would be shared in a decentralized fashion https://github.com/nexB/federatedcode/

Even with compression and regularly removing snapshots?
