Presently license expression is suggested just on the basis of the highest match coverage, but this is inadequate in some cases. Like here - https://github.com/nexB/scancode-results-analyzer/blob/master/tests/data/analyzer/consolidated_match_expected.json So a better approach would be to take into account the occurrences of the license expressions in original license matches.
