Refactor Decrypt tool #33

Decrypt tool has a dependency on dataTables which isn't being used or adding value to NEXT operations.

The tool should be refactored with a few goals in mind:

Use this simplest possible method to decrypt .csv data
Basic logs and alerts show where a failure occured if decryption fails
Remove DataTables dependency
