chore(supabase): fix local testing and reenable in root test script

☕️ Reasoning

• Existing @auth/supabase-adapter tests were broken and disabled in root package.json test script
• Removes downloading supabase.deb Debian pkg in CI and adds installing the supabase CLI as an npm dev dependency to start the test suite
• Disable various other supabase services in the config.toml so that we spin up less unnecessary docker containers when starting the supabase suite for testing
