⚠️ Breaking

sass-loader is upgraded from v14 to v16 with modern Sass JS API. This is not expected to be a breaking change. But it might affect configs with custom sass configuration. See SASS docs for details: https://sass-lang.com/documentation/js-api/interfaces/legacystringoptions/
