Do you know when it first happened? As I run NextCloud Snap, it auto upgrades and we went through a few releases before it was noticed. This is still occuring to me, I'm still on v22.2.3 via snap package though.
Problem still present in Nextcloud 22.2.3snap3
Describe the bug
When Going to the Admin / Activity page, the checkbox at the top under "Notifications" for "Enable Notification Emails" is unchecked. Checking the box, then refreshing the page, the setting does not appear to save and goes back to a checkbox that is unchecked. Because of this, under user Activity, users do not have the option to select "Email" and only "Push" notifications. They are also not receiving emails currently for activity they previously had set to send.
I use nextcloud-snap . This was listed as a upstream bug so I am reporting here. Not sure when this started, but I think with the 22.2.3snap2 update it might have occurred, somewhere within the last 30 days according to my users.
