Move "add new collective" form to the collectives column #77

Allow to create a new collective from the "collectives" column (the very left one).

If we implement automatically entering the most recent collective, then there's no way left to browse the EmptyPage. That's another reason why it should be possible to create new collectives from the collectives column.
