Describe the bug
When trying to enable Deck on a new nextcloud install - it refuses to enable itself with a warning of:
Error: this app cannot be enabled because it makes the server unstable
Go to NextCloud
Click Apps in the User Menu
Featured Apps
Find Deck
Click Enable
The error shows.
This is not the only app doing this. so is External storage and Brute force settings and Mail share etc. Nextc;loud seems to have put in a new check which some apps are failing.

Feel free to ignore the heck out of this.
Theres something quirky going on in NextCloud. Leaving the screen and returning solves the issue on all but one app.
