I also noticed this. Never has been reliable for me, using it for a long time already.

Often it will be the first sync after booting the computer.
This seems like a new behaviour for me in the last few months (anecdotal) The behaviour wasn't related to reboots and was consistent. I'll pay close attention to current behaviour to see if it's still happening regularly with current versions.

Bug description
In the below screenshot, Nextcloud Desktop is reporting 3 different statuses:
