sysadmin adds/updates ToS
clients will not work
Mobile
- receive push notification
- show notification/info to redirect to web, to accept ToS
Desktop
- show OS notification/info to redirect to web, to accept ToS
- replace all info in activity stream with above notification + link

I tend to say launch a dialog on Windows since notifications might get ignored or overlooked since we are talking non-tech people who might not interaction with OS level notification or might have deactivated them (you can do so on Windows). So the only safe bet is "in-app" launching a dialog window.
