Allow to share via mail #559

Similar to Nextcloud Polls perhaps you can improve the sharing option.

I would like forms share to users who are not defined in my nextcloud. A nice option would be email and/or email-lists.

Here screenshots with polls and forms. In the first screenshot (polls) you can use email outside nextcloud. In the second screenshot (forms) you can only use anonymous or nextcloud users.

Either connected, or as followup to #425. We'll see.

I started working on this quite some time ago, but currently face an issue as either handle this like public share, but it is not, or to handle it like showing the mail address on the response (if not anonymous response was set to true). In the latter case I need to change some service functions, so need to find a clean way to handle this :(

But I still target 4.1 for this feature as I personally really would like to have it.
