Add an OCP API to access the scheduling inbox(es) server#29233

We'll most likely postpone this API as it's not yet clear what methods we'll need from the inbox. For the appointments feature it should be possibly to only work with custom schedules for now. And when we add this API for 24 the users will also be able to pick their working hours as availability of the appointment slots.
