Add user settings to toggle link previews #9

This allows users to avoid Giphy GIF links to be resolved and rendered by the Giphy integration.

Instead of falling back to resolving with OpenGraph when Giphy link previews are disabled by the admin/user, there is now really no preview rendered in the frontend.
