Support HEIC format for command scan-photos #1223

To make it work, please refer to my php-src PR #13443 to patch your php.

There are patchs for back port: php_8.1_exif_heif.patch php_8.2_exif_heif.patch

Hi @benstonezhang thanks for the contribution and the required patch to php. Is it ok if, we wait until the changes in PHP are merged? Or is there a particular reason to merge this earlier?

I just want to let you know this feature is available now. And others want this feature can enjoy it earlier.
