Add Prometheus stats #27

The stats can be queried using the "/metrics" endpoint, but only from IP addresses explicitly allowed in the configuration.

The prometheus-metrics.md file is based (read, shamelessly copied, @fancycode sorry about that, I hope that is fine :-) ) from the signaling server.
