Check PHP version before starting the migration to Nextcloud 10 #4

I had PHP 7.1 and OC 9.1.3 running fine. So the migration was gonna be OC 9.1 → NC 10 But NC 10 isn't compatible with PHP 7.1 so I'm stuck with NC 10 code waiting to migrate the data from OC 9.1.
