Guest users can select multiple answers when only 1 allowed

What went wrong, what did you observe?

When a poll has limited answers, guest users can still select mutliple answers. Screenshot with 2 guest-users, one currently voting:

What did you expect, how polls should behave instead?

Only one answer possible as for registered users

What steps does it need to replay this bug?

1. Create a poll
2. under configuration set number of choices to 1
3. create a share link
4. Open share link in a private/separate browser and register as a guest
5. select multiple answers
