Follow up to #25090

[ ] Check if we can just expose templates through the direct editing API for mobile clients enh/file-templates...enh/file-templates-direct-editing
[ ] Templates could have a special folder icon (same for Talk)
[ ] Possibly use folder ID instead of path so templates folder is remembered even
[ ] For template docs, possibly pick name and address from personal profile, much like date
[ ] See about localizing templates

I have further items:

[ ] Make it easy to use new templates in existing installations because the templates are furnished as part of skeleton. Forum post: Document Templates missing
[ ] Add administrator backend setting for selecting a common template folder for all users with options: hidden folder owned by admin, shared folder owned by admin, joint group folder, etc.

Would it be possible to differ the templates between different groups, f.e. give parents access to other templates than the kids, sales-team other than marketing-team, teachers other than pupils, ... ?
