[Bug]: Clicking administration settings doesn't auto-scroll to admin settings menu section if there are lots of categories or screen is short

Bug description

Open settings menu
Click administration settings
The page takes you to personal settings and doesnt directly scroll to adm settings

Open settings menu
Click administration settings
The page takes you to personal settings and doesnt directly scroll to adm settings

After i click adm settings it takes me to adm settings and i dont need to scroll

sorry, i cannot reproduce it, because on my local env i dont have enough items on my left sidebar to scroll. One of our customer showed it to me during conference, and they had a lot of items and after clicking adm settings, the sidebar starts on personal settings and you need to scroll to see the administration settings.

I think this is not a bug of the design refresh but already a long-standing issue as it always scrolls the navigation bar to the top in the settings section.
