This is some sort of issue with your database server. The underlying cause is likely not Nextcloud:

Maybe the db was restored, or not properly shutdown or moved or something at some point. Or perhaps a bug from some old version of mariadb/mysql.
Fixed it by changing the Maintance key from enabled to disable to it can continue with the installation and it is now up and running.
