Looks like you are/were running 28.0.7 not 28.0.6 per your config. :-) Though your mentioned date does suggest 28.0.6 is likely when it first started.
What process is the one using the extra CPU?
Yes, the problem appeared in 28.0.6 but persists through today, to the date when I added the post information.
I tried to investigate processes, but it is unclear. It could be mariadb, or redis, but I have a hard time pinpointing. Here's a htop screenshot from the VM:

Bug description
Since I installed Nextcloud Server 28.0.6 update on June 13, 2024, I am seeing increased CPU usage:
I am running the base Nextcloud Docker image, with no extensions or addons activated. I looked closely into what could have caused this increase, but did not find anything. I reverted to Nextcloud 28.0.5 and the CPU utilization went down again to 1-2% on average.
