Migration overview issues

Goals:

User user or admin should be able to migrate the user data from a remote server
Apps can register "migration plugins" to handle migrating the user data they store.
It should be possible to have transparent migration (in combination with other GS features) when using supported apps

Milestones:

[x] Architecture and migration of user files as proof of concept Done in 13
[ ] Add migration plugins for sharing, user settings and activity
[ ] Migration plugins for versions, trashbin and comments
[ ] Determine a set of apps which makes sense in a GS setup and ensure that transparent migration is possible when using those apps.

Moved to 14 since I didn't have enough time to get it into 13 in a state that I would be happy wityh

Just for history keeping: This was the only item that was tackled during the 13 release cycle.

The branch has the migration infrastructure, migration for files, personal user settings and incoming federated shares.

The remote cloud api work that was done partly for this has been merged for 13

nextcloud / server
