The PR at https://github.com/nextcloud/spreed/pull/5709 stranded between Development and Design reviews. Due to a longer planned absence of the dev, the PR is now being closed, but the feature still sounds neat and interesting especially for bigger calls (100+ users).

While working on this you could think about special handling for phone participants. They don't have a video, so don't necessarily need a space in the call view.
