Steps to reproduce

Create a new group conversation by checking the option "Allow guests to join via link"
Open the conversation as a guest user
With moderator user, promote guest user to moderator

Expected behaviour

Enable guest user moderation permissions

Actual behaviour

Moderation permissions are not enabled, the participants tab is not enabled at the same

So guests are still promoted to moderators, but their desired usage is currently very limited.

They can rename conversations
They can mute people's microphone in a call

But

They can not change any other setting in a conversation
They can not see the participant list
Therefor they can not grant permissions
They can not invite email addresses
They can not see SIP details of other users

Not sure if those limitations are API limitations or UI quirks.

But we should have a look at it again.
