But you keep a ISSUE_TEMPLATE folder?

yes, you can have multiple issue templates (bug report, feature request etc, which automatically label issues) and I thought it was the same for pull request templates... but it isn't... social does it the same way: https://github.com/nextcloud/social/tree/master/.github
