Use local assets

This ...

• ... moves the static assets to /static-assets/ to easily host this website in parallel to the old one (for the migration phase
• ... fetches all the assets and serves them locally
• ... reduces the needed CSS and JS (1,6 MB to 710 kB)

Help needed:

• [ ] cookie banner is missing JS handling
• [ ] flags in the language selector are missing

@skjnldsv Mind to help? I already tried to shrink the CSS, but I guess there is still room for improvements (I removed ForkAwesome and Glyphicons for example).

In the meantime I will look into getting the apache config up and running.

This is now build on https://staging.weasel.rocks/changelog/ every minute. https://staging.weasel.rocks/ is the normal Wordpress we already have with /css, /changelog and /static-assets being served by the static page of Hugo. Once we add more pages those will be added there as well.
