Add CFC2 CPU models and corresponding TDP values to cpu_tdp_values.csv

LGTM! Out of curiosity, how do we get these values?

In theory from https://github.com/GreenAlgorithms/green-algorithms-tool/blob/master/data/latest/TDP_cpu.csv

Regarding the CFC specific CPU models, I asked them to add the values a while ago https://github.com/GreenAlgorithms/green-algorithms-tool/issues :)
