updates to core/port/ #2

Find zlib or setup externalproject in cmake/ZLIB.cmake change some GDALUSE -> WITH_

TODO: If okay, there is some curl checking which needs to be moved to cmake/CURL.cmake similar to ZLIB. But I wait for review of this PR first.
