Ignore shape file encoding declaration #13

The option "Data Sources -> Ignore shape file encoding declaration" in QGIS settings should be off by default.

This will show our OSM extracts properly in attributes view.

а что она делает, напомни? распознает utf8 на винде (где иначе всегда 1251 пытается врубиться)?
