Update README.md #152

Update local/README.md to show that next_worker_startup.sh needs to be made executable before NEXT could be run locally.

This should probably go in the docker_up.sh script (I don't see any harm in this), or maybe in the readme under a troubleshooting header.

I am running docker on Ubuntu 14.04.

I've also had to deal with making next_worker_startup.sh executable. I think in Ubuntu (16.04 and 14.04).
