Attributes can't be moved between panels and can't change their order #2

Attributes can't be currently moved between panels even though it looks like it's possible to do it since there is a selector for panels in the OPS_OT_EditAttribute

Another connected issue is that the attribute can't be moved up or down. The only way is to delete the previous or latter attributes.

Order of attributes now can be changed. attr

To prevent accidental deletion of attributes I've added a confirm pop up. delete
