403 creating registration tokens after project #1

rancher-agent-01: Project does not exist, creating now...
There was an error connecting to the Rancher API endpoint at
http://192.168.33.11:8080

The error returned was

Received a status code of 403 when calling 'GET' on
the Rancher API.

http://192.168.33.11:8080/v1/registrationtokens/

The error returned was
