Context

Strain names for pathogens can be messy depending on the pathogen and data source. We would like to provide a way to format strain names using general pattern matching.

See #860 for more details of the general augur curate design/structure.

Description

This will require some more thinking and design building on work that we've done in

• ncov-ingest
• ncov's sanitize_metadata
  • Especially the duplicates reporting after strain name transformations in https://github.com/nextstrain/ncov/pull/1062. This will require rework or maybe silencing of the pre-transform duplicates reporting done by read_table_to_dict and read_metadata_with_sequences for this specific subcommand.
