Pin pathogen-repo-ci to v0 #59

Description of proposed changes

Pin the pathogen-repo-ci to v0, which is before changes for the "smart" workflow were added. It's unclear if it every will completely conform since this is a collaborative repo with an external group.

Potentially, we can have two calls of the pathogen-repo-ci. The current one pinned at v0 to continue to test the main phylogenetic workflow and a second call to test the ingest workflow with the latest pathogen-repo-ci. Leaving that for a later decision separate from this PR.
