Installation failing #74

Noticed in #73 that the installation workflow was failing for all other OS.

Relevant error message 

error    libmamba Could not solve for environment specs
    The following package could not be installed
    └─ nextstrain-base 20240624T163543Z  is not installable because it requires
       └─ tsv-utils ==2.2.0 h9ee0642_0, which conflicts with any installable versions previously reported.

Likely due to tsv-utils being removed from bioconda in https://github.com/bioconda/bioconda-recipes/pull/48813

The latest run of CI was able to pull tsv-utils from conda-forge.
