Add a CHANGELOG.md to conform to the pathogen-repo-guide. This will help document breaking changes, new features, bug fixes, and config value changes that may affect both the usage of the workflows and the outputs of the workflows.
The CHANGELOG is especially helpful as mutliple related PR's get merged such as
