Since we are diagramming what "E" gene rules might look like in the ingest directory (as opposed to the phylogenetic directory), cleaning out unused rules helps streamline that process.
The "slack notification" and "rebuild" rules are not being used, and we plan to migrate to a different system. Therefore remove these rules for now.
