Moving to this project prevents fetching another external doc and makes for a cleaner split between augur filter reference and guide.

[x] Checks pass
[x] Post-merge: Remove snippet from augur filter docs, replacing it a with a link to this new page (PR)

Thanks for reviewing, @genehack! I'll wait for @tsibley's review since this spurred from our discussion in https://github.com/nextstrain/augur/pull/1431.

I figured the existing link to augur filter would be sufficient for now. I'll create an issue for it in the Augur repo: https://github.com/nextstrain/augur/issues/1458
