Add measles build. This includes build notes at builds/MEASLES.md, subclassed upload and download, and fixes in source-data/. Note that this build does a direct interface with Genbank accessions rather than going through ViPR. This better records author metadata as well as being more up-to-date than ViPR. Generally, I suspect moving to direct Genbank download will be an improvement across the board (except for flu where things make it into GISAID and not Genbank). This has the additional benefit of being able to be scripted through Entrez API.
