Description of proposed changes

Move from .travis to GitHub Actions, according to the discussion at https://github.com/nextstrain/zika/pull/16.

Will be refactored and generalized as an importable workflow described in https://github.com/nextstrain/zika/pull/16#issuecomment-1086297769
