Add geolocation rules for new `Korea` strains #469

While working on https://github.com/nextstrain/ncov/pull/1106, I noticed new GenBank entries under country='Korea' (see screenshot) which should be country='South Korea'.

Proposed solution

Add a new entry in source-data/gisaid_geoLocationRules.tsv.
