Build selector does not work for top two levels #352

Low severity Current Behavior
The build selector of nextstrain.org auspice does not show available groups and group types (groups/community) in contrast to how one would expect.

How to reproduce
Steps to reproduce the current behavior:

  1. Open https://nextstrain.org/groups/neherlab/ncov/21A.S.478K
  2. Click on one of two two selectors at top left:groups or neherlab
  3. Observe that drop down contains no other choice, in contrast to expectation

The dataset selector hasn't changed much since the only datasets on nextstrain were what we now consider "core" datasets. As such, there are quite a few bugs and papercuts with it (e.g. see #40). I think it'd be better for us to rethink what UI we want rather than adding fixes to the current UI. (It's not clear to me what selecting another group should do, were we to display other groups.)
