Clock rate #10

Currently the clock rate for the M segment looks strange. Looking at https://www.ncbi.nlm.nih.gov/pmc/articles/PMC7022353/ it seem like maybe we should explore using a slower clock rate for the M segment.

looking at https://nextstrain.org/staging/oropouche/M?c=num_date&m=div&p=grid , it seems like the oldest sequences in the M segment are the most diverged?
