Use pathogen-repo-build workflow for builds #111

Simplify build workflows by using the reusable Nextstrain pathogen-repo-build workflow.

Testing

[x] Test upload workflow
[x] Test public builds workflow (cancelled job on AWS Batch)
[x] Test private builds workflow (cancelled job on AWS Batch)

Merging to use with @j23414 in tomorrow's builds. The workflows will now have nice summaries for us to copy without having to dig through the workflow's job logs.
