GISAID Quickstart: remove Conda runtime specific command #151

The nextstrain build command should be the same regardless of which runtime the user has installed as the default.

Snakemake's --use-conda flag also causes an error when used with the Nextstrain managed Conda runtime as described in https://github.com/nextstrain/seasonal-flu/issues/149
