Description of proposed changes

Adds a GitHub Actions workflow for publishing to PyPI as well as TestPyPI.

Note: I had to change the PyPI URL post-merge: 9852b31832efc532c43c59c614caa9bbbbbc6b40

After that, it ran successfully for release of 2022.3.
